    The customer may not be the best choice since each project or program may have different customers. The same happen with project sponsors. On the other hand, project managers have the authority to manage to the objectives set for their own projects but not across projects. Senior management is responsible for setting priorities across projects and programs. It also manages portfolio. Therefore, rigth answer is c).
